The construction team that will overhaul the former World Trade Center building at the foot of Canal Street into the Four Seasons Hotel and Residences will hold a meeting next week where minority- and women-owned businesses can learn more about work opportunities.
The development joint venture Woodward Interests and Carpenter & Co. committed to a 35 percent goal of contracting with disadvantage business enterprises, or DBEs, in its $360 million proposal to revive the city-owned 33-story tower.
The outreach meeting, scheduled for 10 a.m. Wednesday (Jan. 17) at 2 Canal St., marks the most notable step forward with the project since the developers applied for building permits last July. Crews drove test pilings a year ago, and there has been little outward evidence since then that the hotel and condo project was moving forward.
In the interim, Woodward-Carpenter has fended off a court challenge against their proposal from Neil Fisher, who acquired one of the entities that fell short in the city’s selection process to redevelop the 1967 tower. Fisher continues to maintain that the process to choose a team was fixed to favor allies of Mayor Mitch Landrieu. The administration stands behind its selection process, and the developers have labelled Fisher’s efforts a “sham.”
The mayor has pledged revenue from the Four Seasons project toward upcoming city expenses, most notably a revised pay structure for members of the New Orleans Police Department that added $9.2 million to the municipal budget for 2018.
Glenda McKinley, a spokeswoman for Woodward-Carpenter, said a final deal between the city and the developers is expected to close within the next 90 days. By then, more information about the construction phase is expected.
The project calls for 395 luxury hotel rooms on the lower floors and 80 hotel-serviced condos on the upper floors. There will be an observation deck open to the public, a cultural attraction for tourists and a restaurant and outdoor dining courtyard.
Original projections said construction was expected to take two years, with a fall 2019 opening.
The joint venture handling actual construction, Woodword Design+Build and Aecom Tishman, has circulated a flier for Wednesday’s outreach meeting, saying attendees will “learn more about the development of this luxury hotel and private residences, see plans and renderings, and receive an update on the construction schedule and timeline for the release of bid packages.”
The flier also lists the “scopes of work” for DBEs on the project:
